Google Play developer account: cost, personal or organization, and verification

A Google Play developer account costs a one-time 25 USD, requires you to be at least 18, and comes in two types: personal (ID and card in your legal name, device verification and, for new accounts, a 12-tester closed test) or organization (a D-U-N-S Number and no 12-tester rule).

How much does a Google Play developer account cost?

A Google Play developer account costs 25 USD once. There is no annual fee, no per-app fee, and people you invite into the account later do not pay again. Google accepts Mastercard, Visa, American Express, Discover (US only) and Visa Electron (outside the US); prepaid cards are not accepted. You must be at least 18 years old.

Personal or organization: which account type?

Google's rule of thumb: a personal account is for personal use, such as a student, hobbyist or individual developer. An organization account is for a business or institution engaged in commercial, professional or governmental activity. Both types can publish, earn money with a payments profile and invite collaborators.

Use this decision path:

  1. Will the app offer financial products (banking, loans, crypto), health or medical features, use Android's VpnService, or is it a government app? Then you need an organization account.
  2. Do you have a registered company that will own the apps? Choose organization. The developer name on Google Play will be the company.
  3. Are you an individual with no company? Choose personal, and plan for the testing requirement below.
  4. Do you want to skip the 12-tester rule? That rule applies to personal accounts created after November 13, 2023, so an organization account avoids it. Do not invent a company for this: Google verifies organizations.

What does verification require?

RequirementPersonalOrganization
Google AccountYesYes (preferably a shared business one)
Age 18+YesYes
Government ID in your legal nameYesFor the person verifying
Card in your legal name for the 25 USDYesYes
D-U-N-S NumberNoYes (free to obtain)
Device verification in the Play Console appYesNo

Google says that if the information you give is found to be invalid, the registration fee is not refunded. The usual causes are a nickname instead of the legal name, a card in someone else's name, or company details that differ from the D-U-N-S record.

How do you open the account, step by step?

  1. Sign in to the Play Console sign-up page with the Google Account you will keep as the account owner. For a company, use a business address that will outlive any one employee.
  2. Accept the Google Play Developer Distribution Agreement.
  3. Choose personal or organization.
  4. Pay the 25 USD registration fee.
  5. Enter your developer details: legal name and address, a contact email and phone (verified), and for organizations the D-U-N-S Number.
  6. Complete identity verification with a government ID; organizations complete organization verification.
  7. Personal accounts: verify that you have access to a real Android device using the Play Console mobile app.
  8. If you will sell apps or in-app products, set up a payments profile and link it. Only the account owner can link it.

Google does not publish a fixed time for verification, so finish it before you plan a launch date.

What is the account owner, and who else can join?

The first registered account is the owner: full access, the only one who can link a payments profile, and the person who can invite or remove users. Under Users and permissions you can invite admins (all permissions) or users with permissions limited to specific apps. Invitations expire after 30 days, and you can set an access expiry date for contractors. Invite people instead of sharing the owner's password.

Common mistakes

  • Opening a personal account for a company, then needing the 12-tester closed test and showing a personal name as the developer.
  • Paying with a prepaid card, or a card in a partner's name.
  • Using a D-U-N-S record with an old address or a trade name.
  • Letting a freelancer open the account under their Google Account.
  • Starting store work before verification is done; you cannot publish until it is.

What comes next?

With a verified account you can create your app and follow How to publish an app on Google Play. If you opened a new personal account, read the 12 testers for 14 days rule before you invite anyone, and What is Google Play Console? for a map of the panel.

Questions

How much does a Google Play developer account cost?

25 USD, paid once at registration. There is no yearly renewal. Google does not accept prepaid cards for the fee.

Is a Google Play developer account free?

No. The 25 USD registration fee is required once per developer account. Users you invite later to the same account do not pay it.

Should I open a personal or an organization account?

Open an organization account if you act for a business or institution; personal accounts are for students, hobbyists and individual developers. Some app types, such as financial products, health apps, VPN apps and government apps, require an organization account.

Do I need a D-U-N-S Number for Google Play?

Only for an organization account. Google uses it to verify the organization's identity. Getting a D-U-N-S Number is free.

What happens if verification fails?

Google can ask for documents again, and if the information is found invalid, the registration fee is not refunded. Use your legal name exactly as it appears on your ID and card.
